CSS vs PMS: What's the Difference Between the Federal and Provincial Exam?

CSS and PMS are often searched together, but they recruit for two different governments entirely. The honest breakdown of jurisdiction, who conducts each, and how to decide where to focus your prep.

Candidates preparing for competitive civil-service exams in Pakistan often search "CSS vs PMS" assuming they're the same test at different scales. They aren't interchangeable, and the difference that matters most isn't the subject list — it's who you'd end up working for.

CSS vs PMS: The Core Difference

FeatureCSSPMS
LevelFederalProvincial
Conducted byFederal Public Service Commission (FPSC)Each province's own Public Service Commission (e.g. Punjab PSC conducts Punjab's PMS)
Posting scopeFederal ministries, departments and occupational groups, nationwideWithin the province that conducted the exam
Who runs itOne exam per cycle (CSS, federal) vs. a separate PMS conducted independently by each of the four provinces — so "PMS" itself isn't one single exam, it's a format each province runs under its own rules

Exact age limits, fees, seat numbers and the current year's syllabus weightage differ by province and are revised between cycles — rather than quoting a figure that may not apply to your province or this year's advertisement, confirm the current numbers directly on your target province's Public Service Commission website before you apply. For CSS's own current federal age-limit criteria, see our CSS age limit guide.

Which Should You Prepare For?

  • Choose CSS if you want a federal career with postings anywhere in Pakistan, across ministries and occupational groups like the Pakistan Administrative Service, Police Service or Foreign Service.
  • Choose PMS if you want to serve within a specific province and are comfortable with a provincial-only posting scope.

The two aren't mutually exclusive in terms of preparation — general ability, current affairs, English and Pakistan Studies-type content overlaps conceptually across both, even though each province sets its own exact PMS format.
