NRE Eligibility Criteria: Who Can Take the PM&DC NRE in Pakistan

If you graduated from a foreign medical or dental college and want to practise in Pakistan, the NRE is the exam standing between you and a full PM&DC licence. Unlike CSS or MDCAT, eligibility for the National Registration Examination isn't about age or attempts — it's about your degree, your college's recognition status, and one easily-missed registration step. Here's everything that determines whether you can sit the NRE.

Who the NRE Is For

The NRE applies specifically to graduates of PM&DC-approved foreign medical or dental colleges. If you completed your MBBS or BDS outside Pakistan at an institution PM&DC recognises, this is your route to a Pakistani licence. It is not the exam for graduates of Pakistani medical colleges — local graduates register with PM&DC through a different process after their house job.

• Medical graduates: hold an MBBS/MD or equivalent degree, as listed in PM&DC's approved foreign degree Nomenclature
• Dental graduates: hold a BDS or equivalent degree from a PM&DC-recognised foreign institution

If your foreign college isn't on PM&DC's approved list, passing the NRE won't get you registered — recognition of the institution has to be sorted first, separately from the exam itself.

The Provisional Licence Requirement

You must hold a PM&DC provisional licence before you can register for the NRE. This is issued after PM&DC verifies your foreign degree and confirms your college's approval status. What You Actually Need to Pass

Eligibility to sit the exam is only half the picture — you also need to clear both of its components to get licensed:

• Theory paper (NRE Step 1): 200 MCQs (70% clinical sciences, 30% basic sciences), pass mark 60%
• Clinical Skills Examination (CSE) (NRE Step 2): a 20-station OSCE-format exam, pass mark 60% — and you must clear all three mandatory stations regardless of your aggregate score

Attempts and Validity

• No limit on attempts at the complete NRE — unlike CSS's 3-attempt cap, you can keep sitting the full exam.
• Theory pass validity: 5 years. You must pass the CSE within that window.
• Three consecutive CSE failures (after passing theory) means you have to sit both components again from scratch on your next attempt.

This makes the CSE the real bottleneck for most candidates — theory can be retaken freely, but running out your 5-year theory validity or your CSE attempts resets your progress entirely.

No Negative Marking

Neither the theory paper nor the CSE penalises wrong answers. There is no reason to leave a theory MCQ blank — an educated guess costs you nothing and a correct one helps your score.

Frequency and Registration

PM&DC holds the NRE at least twice a year, at multiple centres across Pakistan. Registration happens through the official PM&DC portal once your provisional licence is confirmed — watch for the official notification rather than relying on third-party dates circulating on social media, since exact schedules shift between cycles.
