HAAD Exam Explained: Why It's Now Called the DOH Exam

HAAD (Health Authority Abu Dhabi) was renamed DOH in 2019 - same exam, new name. Learn what this means, how HAAD/DOH differs from DHA, and what DataFlow HAAD means.

If you searched “HAAD exam,” you may notice that current official sources increasingly refer to it as the “DOH exam” instead. This is not a different exam — it is the same licensing exam under a new name. This guide explains exactly what happened and what it means for your application.

What Does HAAD Stand For?

HAAD stands for Health Authority – Abu Dhabi, the regulatory body that historically licensed healthcare professionals — doctors, nurses, pharmacists, dentists, and allied health workers — to practise in the Emirate of Abu Dhabi, UAE.

HAAD Was Renamed to DOH in 2019

In 2019, Health Authority – Abu Dhabi (HAAD) was officially renamed the Department of Health – Abu Dhabi (DOH) as part of a broader restructuring of the emirate’s healthcare regulatory system. HAAD and DOH are not two separate authorities — DOH is simply the current name of the same body, and it now handles all healthcare professional licensing in Abu Dhabi, including the licensing exam.

The exam structure, standards, and delivery method remain functionally the same under the new DOH name — it continues to be delivered via computer-based testing (currently through Pearson VUE). Because so many candidates still search using the older name, terms like “HAAD exam,” “HAAD license,” and “HAAD exam requirements” are still extremely common, even though official communication now uses “DOH.”

HAAD/DOH vs DHA: Two Different UAE Regulators

It is easy to confuse HAAD/DOH with DHA, since both are UAE healthcare regulators with similar-sounding names, but they cover different emirates:

  • DOH (formerly HAAD) regulates healthcare licensing in Abu Dhabi.
  • DHA (Dubai Health Authority) regulates healthcare licensing in Dubai.

Passing one does not automatically license you to practise under the other — each emirate has its own registration process, exam, and fee structure. If you are also researching DHA specifically, see our complete DHA exam guide.

Who Needs the HAAD/DOH Exam?

Doctors, nurses, pharmacists, dentists, and allied health professionals who want to work in Abu Dhabi’s healthcare system — public or private — generally need to pass the DOH licensing exam for their profession and specialty as part of the overall licensing process.

What Is “DataFlow HAAD”?

DataFlow refers to the DataFlow Group’s Primary Source Verification (PSV) process — an independent background check that verifies your educational qualifications and professional registration directly with the issuing institutions. DataFlow PSV is a standard requirement across most Gulf healthcare licensing processes, including DOH (Abu Dhabi), DHA (Dubai), and others, and is typically required alongside or before your exam application, not as a replacement for it.
