CSS Age Limit 2026: 21 to 30 Years (Full Eligibility Criteria)

Before you start preparing for CSS, you need to confirm you meet the eligibility criteria. The most common question is about the CSS age limit — and that answer changed for CSS 2026 onward. This guide covers all eligibility criteria for the CSS exam in 2026.

CSS Age Limit 2026: Staying at 21–30 as Govt Rejects Proposal to Raise It to 35

In May 2025, Pakistan's National Assembly passed a resolution proposing to raise the maximum CSS age limit from 30 to 35 years and increase permitted attempts from 3 to 5. However, in early September 2026 the Establishment Division rejected this proposal as impractical, citing added pressure on exam administration and shorter resulting service careers for older entrants. As a result, the age limit and attempt count for CSS 2026 remain unchanged:

• Minimum age: 21 years (unchanged)
• Maximum age: 30 years (a 2025 National Assembly resolution proposed raising this to 35, but the Establishment Division rejected it in September 2026)
• Attempts allowed: 3 (the same resolution's proposal to raise this to 5 was also rejected)

Your age is calculated as of a cut-off date specified in the FPSC advertisement (usually January 1 or the closing date of applications). Always cross-check the exact cut-off date and any further updates against the official CSS 2026 advertisement on fpsc.gov.pk, since FPSC can adjust implementation details year to year.

Is the age limit different for men and women? No — the 21–30 age range and the 3-attempt limit apply equally to male and female candidates. Female candidates additionally benefit from a provincial-style gender quota in seat allocation, but the eligibility age itself is the same for everyone.

Age Relaxations

On top of the base 21–30 range, certain categories can receive additional age relaxation:

• Candidates from FATA/Tribal Areas: up to 3 years relaxation
• Candidates from Balochistan: up to 2 years relaxation in some years
• Government employees (in some cases): may receive 2 years relaxation
• Disabled candidates: age relaxation as per FPSC notification

Important: always check the latest FPSC advertisement for the exact relaxation applicable to your category, as these can be adjusted year to year.

Educational Requirements

• Minimum qualification: A Bachelor's degree (or equivalent) from a recognized university.
• Any discipline: You can have a degree in arts, science, commerce, law, engineering, medicine, or any other field. There is no restriction on your degree subject.
• Final year students: In some cases, candidates appearing in their final year of graduation may apply provisionally, subject to producing the degree before the interview.

Number of Attempts

You are allowed a maximum of 3 attempts at the CSS written exam. Once you have appeared in 3 written exams (whether you passed or failed), you cannot appear again.

Important clarifications:

• Applying but not appearing does NOT count as an attempt.
• Appearing in even one paper counts as an attempt.
• If you pass the written exam but fail the interview, you may still have remaining attempts (subject to age limit).

Nationality and Domicile

• You must be a citizen of Pakistan.
• You must possess a domicile certificate from your home province/region.
• Your domicile determines your provincial quota for seat allocation.
• Dual nationals may need to renounce foreign citizenship before appointment (rules vary).

Provincial and Regional Quota

CSS seats are allocated based on provincial quotas:

• Punjab: ~50% of seats
• Sindh (Rural): ~11.4%
• Sindh (Urban): ~7.6%
• KPK: ~11.5%
• Balochistan: ~6%
• FATA/Tribal Areas, Gilgit-Baltistan, AJK, Islamabad: Remaining percentage

Your domicile determines which quota you compete under. This significantly affects your chances — some quotas are more competitive than others.

Physical and Medical Standards

• Candidates must be physically and mentally fit for government service.
• A medical examination is conducted after passing the written exam.
• Specific physical standards apply for Police Service (PSP) — height and fitness requirements are stricter.
• Candidates with disabilities may be accommodated in non-field service groups.

Character and Background

• Candidates must have good moral character.
• No criminal record or involvement in activities against the state.
• A police verification and background check is conducted before final appointment.
